What is a Category B listed building in Scotland?

What Category B means for an Edinburgh flat buyer, why it is not a condition rating, and how the consent rules relate to the category.

Category B is about architectural or historic interest, not the condition of the flat. HES defines Category B buildings as buildings of special architectural or historic interest which are major examples of a particular period, style or building type. That is the current wording in its listing policy.

A, B and C are not survey grades

In the same policy, Category A means outstanding examples and Category C means representative examples. HES says the listing itself carries legal weight; the categories are advisory and have no legal status of their own. They affect how the building is managed in the planning system. Do not translate “B” into a repair estimate, a safety rating or a guarantee that alterations will be approved.

Category B is not “only the front is protected”

HES says listing covers exterior and interior, as well as certain fixed objects and structures. Formal exclusions can apply to parts of some listings. Read the statutory address and any legal exclusion, and ask the planning authority if the extent is unclear. A room or feature not mentioned in the description is not automatically outside the listing.

What if I want to alter the flat?

The test is the effect on the building’s special character, not whether the category is B rather than A. HES says character-affecting changes require listed-building consent, and identifies structural alterations, changing windows and doors, and character-affecting internal alterations among the works almost certain to need it. Our internal-wall guide explains why a non-load-bearing wall is not automatically free to remove.

A useful local example

The council identifies the Stockbridge Colonies as Category B listed. Our Stockbridge buyer’s guide separates that group from neighbouring streets. You can also inspect individual records on Dundas Street and the New Town map, then compare streets. A record can cover several addresses, so a street total is not a total of flats.

Before offering

  • Read the exact listing record and any legal exclusions.
  • Ask about earlier alterations and their consents.
  • Read the Home Report for condition and ask your solicitor about shared obligations.

A listing tells you why the building matters. Those other checks help establish what buying and changing your particular flat involves.
